Entry

General Policy
  1. Starting 24 March 2020, entry and transit denied to all travellers. Singapore citizens, permanent residents, and Long Term Pass holders are exempt and allowed entry, but will be subject to the prevailing Stay-Home Notice requirements. Long Term Pass holders include work passes, Student’s Pass, Dependant’s Pass, and Long-term Visit Pass.
  2. Starting 1 April 2022, a new COVID-19 Vaccinated Travel Framework replaces previous SafeTravel Lanes such as the Vaccinated Travel Lane, and applies to all travellers entering Singapore, including Singapore Citizens/Permanent Residents. Border measures are categorised according to travel history to General or Restricted category countries, as well as COVID-19 vaccination status. Currently, all countries/regions are in the General category.
  3. Starting 10 October 2021, all visitors arriving in Singapore via air will be notified digitally of their Visit Pass (e-Pass) through email. There will not be any endorsement in the passport. The e-Pass notification will indicate the period of stay granted and last day of stay allowed.

COVID-19 Related Entry Requirements

Visa
  • Travellers who hold a passport or travel documents issued by visa-required countries/regions must apply for an entry visa.

Vaccination
  1. Travellers are considered fully vaccinated if, at least 2 weeks before arrival in Singapore, they received the full regimen of WHO EUL Vaccines, and met the minimum dose interval period. See source for details.
  2. Fully vaccinated travellers must also use the contact tracing mobile application to show proof of vaccination to participate in certain vaccination-differentiated activities in Singapore, such as dining or attending some performances. For travellers vaccinated outside Singapore, a temporary vaccination status which is valid for 30 days will be reflected on the mobile application.
  3. Short term travellers can now pay to receive Moderna COVID-19 vaccinations and boosters in Singapore.

Testing
  1. Starting 26 April 2022, the pre-departure test requirement has ended for fully vaccinated travellers. This means that fully vaccinated travellers do not require any tests to enter Singapore.
  2. Travellers that are not fully vaccinated whose 7-day travel history consists only of areas in the General Category must take any of the following COVID-19 tests within 2 days before departure:
    • COVID-19 Polymerase Chain Reaction Test (PCR Test)
    • Antigen Rapid Test (ART) which is professionally administered, or administered remotely
    Travellers that are not fully vaccinated whose 7-day travel history includes at least one Restricted Category area, must take all of the following COVID-19 tests:
    • COVID-19 Polymerase Chain Reaction Test (PCR Test) within 2 days before departure
    • On-arrival PCR test
    • Quarantine-exit PCR test

Data Collection
  1. All travellers must download the contact tracing app to a compatible mobile device and register that mobile number and personal details on the app, or rent a contact tracing token.
  2. All travellers are required to submit their health declaration to ICA via the SG Arrival Card e-Service that also comes with health declaration function, before arriving in Singapore. This does not apply to those transiting/transferring through Singapore without seeking immigration clearance.

Movement Restrictions
  1. Travellers whose 7-day travel history consists only of countries in the General Category:
    • Fully vaccinated travellers: no quarantine
    • Non-fully vaccinated travellers: 7-day quarantine at declared place of accommodation
  2. Travellers whose 7-day travel history includes at least one Restricted Category area: 7-day quarantine at dedicated facility

Insurance
  1. Short-term visitors who are fully vaccinated are not required to have travel insurance for their COVID-19 related medical treatment and hospitalisation costs in Singapore. However, travellers are still encouraged to ensure sufficient travel insurance coverage as they will have to pay for their own treatment costs if the insurance coverage is insufficient.
  2. Short-term visitors who are not fully vaccinated and are required to have travel insurance for their COVID-19-related medical treatment and hospitalisation costs in Singapore should ensure that their insurance has a minimum coverage of S$30,000.

Must have sufficient funds for the length of intended stay, a confirmed onward or return ticket (where applicable), evidence of permission to enter next destination (for example, a visa), and a Yellow Fever Vaccination Certificate, if applicable
Transit
- Holders of confirmed onward tickets are permitted transit without visa in international transit area for up to 24 hours.
- Hotel accommodation is available within the transit area of Singapore Airport (SIN).
- Transit passengers holding 2 separate tickets can check in for the connecting flight in the international transit area, except when arriving/departing on a budget carrier.

Additional Notes

  1. Stay is extendable.
  2. Visitors who are eligible for entry will be issued with visit passes which will indicate the period of stay granted, as determined by the immigration officers upon their arrival. Every visitor’s entry is assessed on own merits.
  3. The Singapore page on the website of the Bureau of Consular Affairs, U.S. Department of State implies that the visa-exempt stay is 90 days, but Singapore's Immigration & Checkpoints Authority website does not provide a preset visa-exempt duration of stay, and the Authority confirmed that the period of stay is determined by the immigration officers on arrival.
